The Cherry Hill Public Library is dedicated to providing a welcoming and safe environment for patrons of all ages. Sharing this environment with other people requires that everyone follow the library’s Patron Code of Conduct established by the Library Board of Trustees and posted throughout the library building and on the library website. While children of all ages are welcome and encouraged to use the Library’s materials, programs and services, parents and caregivers must be aware that the Library is an open, public building and the well-being and safety of young children left alone or unsupervised is a serious concern. It is for the safety of each child that the Library has adopted the Safe Child Policy.
An unattended child may be defined as a child unable to care for himself/herself when left in the Library without a parent or responsible adult within sight or sound range, any child left unattended for long periods of time, or any child not picked up at closing time. The responsibility for the safety and behavior of children in the Library always rest with the parent or caregiver and not with the Library staff.
Policy
Children under the age of 7 must have an actively engaged parent or responsible adult (age 18 or older) in the immediate vicinity of and in visual contact with the child. If a child in this age group is found unattended, library staff will attempt to locate the parent/caregiver in the library and inform him/her of the rules. If the parent/caregiver cannot be found, or if the child is found unattended again, the police will be called for assistance.
Children between the ages of 7-9 may use the library independently, however a parent or responsible adult (age 18 or older) must be in the library building at the same time and must be easily accessible by child and the library staff. If the parent/caregiver cannot be found in the building, the police will be called for assistance.
Children age 10 and older may use the library on their own, however, parents are still responsible for the actions and well-being of their child(ren). In accordance with CHPL’s Code of Conduct, all patrons, including children, using inappropriate behavior may be asked to leave the library. All unaccompanied children at the library should have the telephone number of someone who can assist them in an emergency. Parents/caregivers are responsible for being aware of the library’s hours of operation if leaving their child unaccompanied at the Library.
Procedures
If the Library is closing due to inclement weather or other emergency, and an unattended child is left at the Library without transportation home, the Library staff will allow the child to call for a ride home using a library phone. At all regular or early closings, if a child is unable to contact a parent, guardian, or caregiver, the Cherry Hill Township Police will be contacted and the child will be placed in their care. Library staff will remain no longer than 15 minutes after closing.
If a child is found without a parent or caregiver during library hours, the following procedures will be followed:
- Staff will try to locate the parent or caregiver in the Library and provide a Safe Child Policy to the parent or caregiver.
- Staff will encourage an unattended child to contact the parent/caregiver if it is within 15 minutes of closing time.
- Staff will call the Cherry Hill Township Police to pick up the child if the parent/caregiver cannot be located within the library or via phone. Staff will notify the Director and Library Services Manager of the situation when police are called.
- Two library staff members will remain with the child until the parent/caregiver or police arrive.
- A sign will be left on the Library door stating “Unattended child is in the custody of the Cherry Hill Township Police, 820 Mercer Street, 856-665-1200,” once the child is in the care of the police. The child’s identity will not be stated on the sign.
- Under no circumstances will Library staff provide transportation to stranded children or other patrons.
VIOLATION OF THE SAFE CHILD POLICY MAY RESULT IN SUSPENSION OF LIBRARY
PRIVILEGES FOR THE FAMILY.

The Cherry Hill Public Library (CHPL) offers programming for all ages based on the principles of its mission: Create Community, Honor Equity, be People Focused, and promote Lifelong Learning. CHPL strives to create programs that meet the varied needs and reflect the diverse interests of our vibrant community.
Library-sponsored events shall generally be voluntary, free, and open to the public. In the
following cases, fees may be charged if approved by Library staff in advance:
- Fundraising events to benefit the Library, or the Friends of the Library
- Sales of books, music, or other items by authors or performers/presenters as part of an event. Presenters are encouraged to donate a copy of their work to the Library’s collection.
Every attempt will be made to accommodate those who wish to attend a program. However, when safety, room capacity, cost, or the success of an event requires, attendance may be limited. Criteria for attendance limits may include library membership status, advanced registration lists, or limits established at the door.
In some cases, the nature and success of a program may require age-based limits, particularly for programs intended for children and teens which are geared to their interests and developmental needs. In no case will attendance be limited by age because the topic has been deemed controversial or inappropriate.
Program presenters will be carefully vetted and selected from local, regional, national, and international talent in order to prepare a program schedule that meets CHPL’s high standard for quality information and cultural exchange. Our Program Proposal Form can be found on chplnj.org.
Requests from individuals to present, including author readings and signings, will be considered and weighed against the public’s interest in the topic, space/staffing/budget/scheduling constraints, as well as the presenter’s qualifications, expertise, and reputation. Potential presenters may be asked to complete a program proposal form.
Library staff will not be liable for the content of any program presented by a third party.
The Library promotes events in order to maximize public engagement. To ensure successful promotion of Library events, presenters must comply with all staff requests for program information in a timely manner. Failure to do so may result in the cancellation of an event.
Library-sponsored events must have a particular educational, informational, or cultural value to the community. No presenter shall use a program to advertise or recruit customers or members, nor to collect signatures for petitions or letters. Programs may not be used for commercial, business solicitation, religious, or partisan purposes.
Election information, such as candidates’ forums that include invitations to all recognized candidates, or ballot measure information sessions, may be offered.
The Library does not offer programs that support or oppose a specific religious conviction. However, events celebrating holidays, customs, or other cultural celebrations may be offered.
Co-sponsorship of an event is defined as the Library partnering with another agency, presenter, or business to provide a program to the public. Co-sponsorship does not constitute an endorsement of the content presented nor the views expressed by participants. Partnering agencies, business, and organizations will receive acknowledgement in all promotional materials.
The Library welcomes feedback from all patrons concerning programs. Questions from the public about a specific event should first be directed to the staff member managing the event. Further questions and concerns should be addressed with Library Administration.
All programming decisions are determined by staff, who reserve the right to decline any proposed program.

The Cherry Hill Public Library provides library users with the best and most current resources available. We accomplish this, in part, by offering patrons access to the Internet from multiple workstations located throughout the library. The Library does not monitor and has no control over the information found through the Internet and is not responsible for its content, timeliness, or accuracy. Parents or guardians, not the library or its staff, are responsible for the information selected and/or accessed by their children.
Filtering software is used on the Internet workstations. Because no filtering software is 100% effective, patrons are advised that objectionable material could still be accessed. It is recommended that parents monitor their child’s Internet use in the library. Internet users should respect the sensibilities of others when accessing sites that may reasonably be offensive to others.
Normally, the Library staff will not monitor or supervise Internet access, other than for length of use. However, if Internet searching results in disruption of library services, or if patron behavior when using Internet resources becomes inappropriate for a library setting, the library reserves the right to end the session.
All Internet resources available in the Library are provided to each library user. The library may set time limits for its use so that all patrons seeking access will have an appropriate opportunity. The Library reserves the right to end an Internet session when time limits are exceeded.
Confidentiality Notice: This memorandum contains advisory, consultative and deliberative material and is intended only for the person(s) named as recipient(s). Any disclosure, copying, distribution or use of the contents of this information without prior authorization from the original author is prohibited.

Revised July 2021
The Cherry Hill Public Library collection development policy fulfills two important functions:
- First, to provide goals and guidelines to librarians that will assist their judgment in making material selections to the collection;
- Second, to outline the collection development process for the public as well as offer a brief overview of librarian principles and ideals.
CHERRY HILL PUBLIC LIBRARY
COLLECTION DEVELOPMENT POLICY
This Collection Development Policy sets forth goals and guidelines for librarians charged with maintaining the collection of the Cherry Hill Public Library (CHPL).
In curating this collection, CHPL’s goals are to support lifelong learning for the community, and to establish the equitable provision of recreational reading, viewing, and listening materials.
Library materials include but are not limited to the following: all licensed and/or owned books, audio recordings, databases, periodicals, films, software, and personal devices.
Collection management decisions are influenced by the needs of the Cherry Hill community, critical reviews from professional publications, budget funding, space consideration, and the availability and accessibility of alternative information resources.
Library staff is guided by a sense of responsibility to past, present and future, seeking to collect materials of enduring value as well as those meeting contemporary needs. CHPL will maintain a balanced collection which reflects a wide variety of subjects and viewpoints. The Library does not consider it necessary or desirable to acquire all materials on any one subject.
Use of Library Materials
Library materials will not be marked or identified to show approval or disapproval of the contents. No catalogued material will be sequestered except for the express purpose of protecting it from injury or theft.
Responsibility for children’s reading or listening material rests solely with their caregivers and legal guardians. Selection will not be inhibited by the possibility that materials may inadvertently come into the possession of children.
In serving the needs of a diverse community, CHPL recognizes that certain materials may be controversial and/or offensive to individual patrons. Selections will be made based on the broad merits of the work, keeping in mind the varied interests and needs of library patrons throughout our community.
The Library Bill of Rights of the American Library Association (ALA) and the ALA Freedom to Read Statement are guiding professional documents for the collection development choices made by staff at CHPL.
Guidelines for Selection
CHPL cooperates with other libraries in the exchange of materials through its inter-library loan (ILL) service, and does not seek to unnecessarily duplicate local collections and/or services.
The Library will not acquire textbooks or other curriculum-related materials except as such materials also serve the general public.
Legal, technical, scientific, academic, and medical works will be acquired only to the extent that they are useful to the layman.
The Library acknowledges a particular interest in state (New Jersey), regional (South Jersey and Greater Philadelphia area), and local (Cherry Hill) history and will acquire such materials if they meet the standard of selection.
The Library selects materials in the medium that is most appropriate to their efficient use. Some materials may be obtained through licensed online access as opposed to ownership.
In certain circumstances the same work may be acquired in more than one format. For example, the library may purchase a sound recording as well as a print copy of a book.
Older print issues of periodicals are discarded based on a schedule, according to space limitations. Issues of a particular historical significance may on occasion be held in the Archives.
Inter-Library Loan
Inter-library Loan (ILL) is not a substitute for collection development but is meant to expand the range of materials available to library users beyond the limits of CHPL’s collection.
Typically, new materials cannot be obtained through ILL and will instead be considered for purchase.
ILL may not be used for any title that is currently on order or owned by CHPL unless the copy is determined to be missing or lost.
Suggestions for Purchases from the Public
The Library welcomes input from the public concerning collection materials. Suggestions can be offered in person, by telephone, by email, in writing, and through our website. All suggestions will be reviewed by collecting librarians. Patrons may follow up on their request but should not expect a regular reply due to high volume.
Reconsideration of Existing Library Materials
Patrons who wish to request the reconsideration of library materials should complete the Request for Reconsideration of Library Materials Form appended to this policy.
Upon receipt of a formal written request, the Director will discuss the matter with the appropriate professional staff in a timely manner. In making their decision, the Director will contact the patron in writing (by letter or email at requester’s preference) with the final decision unless the request was made anonymously.
If unsatisfied with the decision, the patron may request a hearing before the Board of Trustees. The Board will then determine whether the request for reconsideration has been handled in accordance with stated policies and procedures of the Cherry Hill Public Library. On the basis of this determination, the Board may vote to uphold or override the decision of the Director. The Board’s decision will be final.
Requests to remove or move materials might be reported to the American Library Association Office of Intellectual Freedom.

Donated Materials as Gifts
The Library gladly accepts donations of materials such as (but not limited to) books, CDs, audiobooks, DVDs, and video games. Staff will evaluate and manage donations in accordance with the criteria applied to purchased materials. Gifts of materials which do not accord with the Library’s objectives and policies will not be added to the collection. Donated items may be sold or transferred by the Library.
No conditions may be imposed relating to any donated materials after acceptance by the Library.
Maintaining the Collection
Librarians are expected to use their best judgment to remove items from the collection that are no longer suitable. The decision to remove library material may be based on (but not limited to) the accuracy of the factual content, condition of material, frequency of checkouts, necessity for space, and its contemporary place within its subject matter or the world of literature.
